Simple solution ? Lock the cans for mission runner only until he picks it up or goes back to his agent and completes the mission. If he wants the cans he takes them - if he doesnt he leaves them and they become space trash when the mission ends....

Thanit has a good idea there! It will reduce lag in Empire too and server load in general. Get rid of Concord and have insta-gank for rule breakers. If Concord are not defeatable get rid of their ships, to improve playability. But if you want...
